A popup component that renders child components with an H2-title. On the
isShown state change, either HTMLDialogElement.prototype.showModal or
HTMLDialogElement.prototype.close is called.
Accepts an external ref prop that can be useful to get styles, currently
applied to the popup, in its parent component. (Used in Preview, at least.)
block and modifiers props correspond to BEM blocks and modifiers.
